Bryan Young

Bryan Young is the Director of Agent and Insurer Services at the Florida Surplus Lines Service Office (FSLSO). With 16 years of experience at FSLSO, Bryan has excelled in various roles within the Agent Services department, specializing in premium reconciliation, insurance analysis, and compliance review.

In his leadership role, Bryan oversees the development and implementation of agent compliance programs, while also analyzing legislative and regulatory impacts on FSLSO's operations and clients. He is a dedicated educator, regularly teaching surplus lines continuing education courses and guest lecturing at Florida State University. Bryan embodies professionalism and expertise, driving innovation and excellence at FSLSO.


INSTRUCTOR:

McKinley Champeau
MS-RMI

McKinley Champeau is the Education Specialist at the Florida Surplus Lines Service Office (FSLSO). She has been with our office since 2024 and previously served as an Insurance Specialist for the Agent and Insurer Services team after graduating from Florida State University with her Bachelor of Science in International Affairs and completing the FSLSO IGNITE Internship Program. In addition to her Bachelors, she obtained her Masters of Science in Risk Management & Insurance from Florida State University making her a proud, double alumni. McKinley also holds certificates in Intelligence Studies, and Emergency Management & Homeland Security.

In her spare time, you can find McKinley giving back to the community in a variety of ways. She is incredibly passionate about community outreach and connecting with the next generation of insurance professionals. She is always one of the first signups for an office philanthropy event, and a continually smiling face when attending university and college networking events.

 


INSTRUCTOR:

José Enrique Pagan
Esq.

José Pagan is the Director of Regulatory Affairs at the Florida Surplus Lines Service Office (FSLSO). Prior to joining the Office, José’s legal career spans over 25 years handling both first-party and third-party claims, and over 30 years in the insurance industry. José has worked as a law firm partner litigating cases and handling regulatory matters; in-house counsel for a Florida-based commercial property and casualty insurer; was an Insurance Specialist and Investigator for the Florida Department of Insurance/DFS; and was Vice-President of a multi-state TPA.

José is a Florida Supreme Court Certified Circuit Court Mediator, and has handled a wide variety of cases, including Regulatory and Administrative matters on behalf of carriers, TPAs, MGAs, and agents. José’s background includes handling matters across a wide variety of cases, including complex matters, at both trial and appellate levels. José has handled cases including defense of governmental entities, as well as matters involving personal and commercial auto, contractual liability, product liability, complex litigation, SIU, and wrongful death actions. He has also handled matters involving professional liability, defense of Nursing Homes and Assisted Living Facilities, and represented the Department in a Liquidation matter.

José is rated AV Preeminent by Martindale-Hubbell, has earned the Certified Investigator designation from the Council of Licensure, Enforcement and Regulation (CLEAR), and was formerly trained by the American Arbitration Association (AAA). José is actively involved with the Department of Financial Services and the Office of Insurance Regulation, the agencies Responsible for the regulation, compliance and enforcement of Florida Statutes related to the business of insurance. José provides continuing education courses for adjusters, agents, and attorneys, and is a frequent presenter at the Florida Insurance Fraud Education Committee (FIFEC).

José is fluent in Spanish and earned his undergraduate degree from Florida State University. He then went on to earn his Juris Doctor from the University of Miami School of Law.


INSTRUCTOR:

Kevin C. Amrhein
CIC, CBIA

Kevin started his insurance career as a marketing intern before pounding the pavement as a commercial lines agent in Orlando, FL. He began teaching classes with the Florida Insurance School of Continuing Education (FISCE) in 2004 and has served as its president since 2013. In 2012, he founded the CE Partnership  – a network of industry groups with a common interest in providing insurance professionals with virtual training opportunities.

Kevin serves as an education consultant for multiple industry organizations for whom he creates and teaches coverage courses and writes articles for publications. He is a National Faculty member for the Risk & Insurance Education Alliance’s CIC and CISR designation programs.

His first teaching gig was as a golf instructor where he was frequently kicked off driving ranges for giving free lessons. He lives in Tallahassee, Florida with his absurdly beautiful wife and daughter.
